An unfitted interface penalty finite element method is proposed, which has the following good properties: 1) Higher-order and optimal convergence rate; 2)The error bound is independent of the location of the interface relative to the meshes as well as jump of the coefficients; 3) The condition number of the stiffness matrix is also independent of the location of the interface relative to the meshes.
